To revise the Government Accounting Manual to conform to IPSAS and the GFS manual of 2001. Also to prepare a roadmap for how the Government will proceed with implementation:
• first of the cash-based accounting standards,
• then the accrual-based accounting standards,
• to be subject to audit by COCA,
• and to be able to publish the financial statements
  within the permitted time frame.
