To conduct a formative evaluation of the international capacity building program intended to strengthen the Statistics Bureaus in developing countries in Latin America and Africa.
Evaluated the design and results of the Statistics Canada program.
The evaluation took a theory-based approach, developing two theories of change from the logic models, linking activities, outputs, and outcomes.
A number of methods were employed: document analysis, structured interviews in Ottawa, telephone interviews, analysis of financial documents, and an electronic survey.
The interviews and questionnaire were structured according to issues of relevance, effectiveness, efficiency, sustainability, cross-cutting issues and project design.
