Provided a Government Debt Management Specialist to assist the MoF with developing the government securities market, establishing regulations and operational guidelines for regular auctions; recommendations on how to modernize the auction process, including changeover to electronic system; support to investor base and; provision of training to MoF.
Provided an Insurance Specialist to support NBT to implement ADB recommendations for
• improving insurance regulation and supervision,
• capacity building for NBT, and
• insurance market development; to assist NBT to prepare
  amendments to insurance regulations;
• and to provide training and workshops for NBT staff.
This strengthening project was part of a program being considered for several countries in the region.
AARC Consultancy of Ireland led the project.
