To conduct a diagnostic review of all control and audit functions within the Armenian Government to identify opportunities for improvement. The work proceeded through several stages. After each stage, a report was tabled and used as the basis for discussions and introduction of new concepts. Seminars were held at key progress points to review concepts and to receive comments from stakeholders. Recommendations sought to improve the overall effectiveness of this important governance provision. Several donors and international development agencies were identified to participate in the downstream improvement work. The Chamber of Control was to be strengthened and internal audit was to be introduced. The more traditional supervision services were to be replaced and staff retrained in the new methods. Conducted jointly with Ameria.
