To provide technical assistance in creating the strategy and plan to develop the Capital Market. The post-war reconstruction of the country and its private sector led to the need for innovative ways of providing term and permanent capital for business enterprises. These were to originate from the list of companies to be privatised and from SMEs in the private sector. Recommended that a venture capital business be set up with funding from a consortium of institutions in the country. A longer-term plan was also prepared that outlined the way forward for the creation of a small share trading facility once privatisation had been carried out and new brokers set up.
